We greatly regret that we have been unable to make arrangements satisfactory to the Colonial Government and we are making efforts to find men for the remaining positions who will possess the qualifications required by Sir H. Blake; but as illustrating the difficulties and trouble we experience in the matter we may mention that we have been in communication with the authorities in Liverpool, Hull and Portsmouth, without obtaining from those places, up to the present, a single candidate, whether retired from the Royal Navy or not.
