We greatly regret that we have been unable to make arrangements satisfactory to the Colonial Government and we are making efforts to find men for the remaining positions who will possess the qualifications required by Sir H. Blake; but as illustrating the difficulties and trouble we experience in the matter we may mention that we have been in communication with the authorities in Liverpool, Hull and Portsmouth, without obtaining from those places, up to the present, a single candidate, whether retired from the Royal Navy or not. The Metropolitan Police sent only two volunteers, these being the men who have been sent out and who, although Thames water police, had not been in the Navy. We are glad however to add that today we have received from the Metropolitan Police the names of four men who have been in the Royal Navy, and we shall communicate with these men without delay.
